1N for me - may not work out well as opener may Pass - alternatively Pass happy to support or show the other two suits if the auction continues.

Difficult hand, sure. It's IMP's we want to be in 4♥ on any 5/4 fit and many 5/3 fits. So I'm overbidding a bit, 2♥. 3♣ should be NAT-INV, it might work if there is no ♥ fit.

Even with pass I may very well end up in 3C missing 4H
