Declarer bids an unmakable small slam and intentionally plays so slowly that director awards unfinished game to him. Is there any point in calling the director when the next hand has already been dealt?

Of course there is.
Although if you are talking about a free Express tournament, as I recall the whole thing is automated and there is no Director on call.
You get (or should) what you pay for.

So probably there are multiple types of Free Express tournaments, my experience is with the "Free Express TCR90(80)" where there is no Director.
If you can call a Director of course you should do so.

If you click the Call Director button the only option available in the free Express is to "Withdraw".

There is no TD in Express games, they are fully automated.

You can however report someone who is intentionally stalling to get an average score -- tell us the username at abuse@bridgebase.com - and we prevent players who "game" the system from playing in Express.

Why not just reduce the allowed time for each bid/play of card to match the time allowed per round?
