IMO, at MPs you should bid. At IMPs the decision is closer but I still rank
1. 3 = ART 5+ and 4+ m :)
2. 4 = PRE. Again, there's a risk of a 500 penalty :(
3. Pass = NAT . Avoid revealing bad breaks,

3. LTC-based Cappelletti, showing 5+/5+ H/m.

I don't expect to stop 3NT (or 5NT) unless P has the cards to make 4 or 4. -460 vs. -500 is only a single IMP, seems a reasonable risk to me.

A fit in either red suit might even make with P having as little as two red kings or the A and xx/xxx; if not, -200 vs. -400+.

Playing in hearts you could lose control and go for a big number, so three diamonds.
