In the tournament info page it is static, and so the time is wrong after one minute.

I don't think we expected people to stay on that page long enough for it to make much difference. This is a reasonable improvement, but probably not high priority.

good evening my english is not werry good but i try to learn why people are black listed even when is not a reason 2 boot from the tournament for example if my p is playng a card and i have dubleton i answer first with the big and then with the weak card 2 say him i have only 2 cards i this suite, if its wrong enogh to boot me in middle of tourn? thx for an answer

What does this have to do with refreshing the start time of the tournament?
You need to ask the tournament director why they booted you. BBO does not manage free tournaments.
