3-and-a-half spade-and-a-halfs, inviting partner to bid 3NT.
Law 18, you say? Fine, 3NT.

p knows i have extra values and just because p couldnt bid over 3s means they are
broke. Rho failure to raise spades increases the likelihood we can nail 3sx if p
decides to convert. If p bids 3n we will be happy to sit but bidding 3n is just too
unilateral for me.

I actually like pass better than a double, but 3N is my choice. Partner can still have a hand good enough for game.
3N needs a club finesse, or some help in the reds. This doesn't feel like an unreasonable parlay.
I'm not sure what the doublers are trying to acccomplish. A penalty would be unusual when I'm looking at ♠Ax. We know partner isn't bidding 3N, so are they trying to compete to 4m? If partner has five hearts, its very possible both games make or both go set.

I passed on a hand like this a few months ago and paid dearly for it. Exact same auction, exact same colors, exact same spade holding, exact same HCP. I had six clubs, though.

Horrible hand. Anything could be right. If partner some 6-7 point hand or so in the right areas, game could be cold. If partner is broke, we're going for a number if we bid. I guess I hedge and double , mostly because it's likely to be cheaper if partner is broke in 4C/4H than 3NT if it's wrong.

Full board:
It seems to me that West has a tough call over a double, 3NT could still be right but is really bad if partner has x AQxx AKx Jxxxx, or even x AKx KQJx Axxxx. I'd be very tempted to leave it in at matchpoints. I was happy with our result (made ten tricks on a spade lead after North pitched badly and failed to unblock diamonds) but thought it was a really close decision.

You should not leave it in when your KQxx is in partners long suit
