What's the point of this bid?

I was rather surprised that 3♥ here shows "7 total points", i.e. a dead minimum 2♠ bid. Two people got fooled and tried 3NT, which the robot pulled back to 4♠.

I'm not sure the 17-18 total points range for invitational bids is quite right at matchpoints. I mean, 4 people believed in the GIB system enough to jump straight to game with their "19 total points", that's why I got 92.86% on this board (shared top with the one person who opened 1NT).

I think GIB applied total points strategies regardless of the actual scoring.
