You can perhaps fix this by allowing opener to rebid 3♣ with a club control, so that 3♦ is a minimum with no club control. Now 3♥ by responder in this sequence would be asking about hearts (since asking about clubs is pointless), and you can always decide whether 3NT is playable.

Note that there's no corresponding problem with clubs, because after 1♦ - 1M - 2♣ - 2M - 3♣ you have both 3♦ and 3OM available.

yes, that sequence is the biggest problem. I don't know if unique to what I am trying to do. The way I have it, a 3C bid would show a maximum hand with a Club stop, no Heart stop....I have thought about having Opener just jump to 3NT with a maximum and the two suits stopped which would then open 2NT to be a possible relay to 3C to give more options to the Opener,..eg fast and slow bids
