Normally, I'd say that this depends on system.

Here, it pretty much doesn't

Obvious pass playing standard methods.
I'd pass playing our strong club methods.

Might open 1NT playing EHAA

Whatever standard method means.

I would say, mood, you can bid 1C, and know what to do, having 44 in the majors,
if the auction comes back. But understandebly, p may expect more, you may end up
in a no play 3NT, which is basically the worst that can happen.

P should never respond 2NT, shwoing a bal. inv. hand.

So my vote would go to others.

Pass, not close for me especially vulnerable at matchpoints. Opening with a seven count often gets me too high.
