18/19 is normal you might have a bad 20 of course.

This is basically a call on the same calibre as passing a strong NT opening with a balanced 10 count. Even if it happens to work on a particular layout, it's anti-partnership bidding.

That's hardly surprising and what the I/A forum is here for.
It's not that intuitive (or well taught to beginners) that 1NT must be 18-19 and 12-14 either passes or doubles if possible.

So, you have 18/19. Because you have to. So, your partner looking at a suit and a 7 count needs to bid.
But probably didn't because this pattern has never been shown to him. And he didn't work it out at the table. Happens to almost all of us, once.
Bridge is a game with a million mistakes to make. The mark of an expert is how many they make *twice*.
(*) the other hand partner could have is the one that wants you to double to get *them* for 200 into partscore or 500+ into game. But with ♥KQxx, that's not very likely...
