With the hand below we missed game. We play 2 over 1 and 1NT opening is 15 - 17 points. Should north bid 2NT on their second bid here, to show 18/19 points.

1nt shows 18-19 already. South can't pass that.

Where did partner learn to count?

we haven't been playing two over one for very long, we're more used to Acol with a weak 1NT opening.

In Acol with 12 to 14 1NT opening, how many points does the opener need to bid 1NT on their second bid after the heart overcall in the hand above.

18/19 is normal you might have a bad 20 of course.

What North does doesn't matter after south completely loses the plot. Twice! You can't pass 1H or 1N with that!

This is basically a call on the same calibre as passing a strong NT opening with a balanced 10 count. Even if it happens to work on a particular layout, it's anti-partnership bidding.

Both OP and (apparently) partner were in doubt about whether 1NT here shows 18-19 or 12-14.
That's hardly surprising and what the I/A forum is here for.
It's not that intuitive (or well taught to beginners) that 1NT must be 18-19 and 12-14 either passes or doubles if possible.

Even if that's what it shows, why would south want to play 1N and not 2c or something? Nothing about the S hand suggests NT. If the clubs aren't running, south doesn't even have a single sure entry in NT!

Can south bid anything on their first bid after the 1H by east. Does the requirement for ten points needed to bid 2C change because of the 1H overcall?

Pass seems totally normal by South the first time; I have no idea what TylerE means about South losing the plot *twice*.

I evaluate the S hand as being worth *at least* a 10 count in a suit contract, given heart length on my right. Yes, I absolutely bid 2c the first time around. I'd consider this pretty minimum for it, but not a psyche or a gross distortion. Competitive auctions are all about fits, level is less important.

You play 15-17 1NT. You didn't open 1NT, but rebid it after partner passed. You won't have 15-17, or you would have opened 1NT instead of 1 (assuming you believe in "if it's balanced, bid it as balanced" rather than 2353 1, at least). Opposite what could be zero, and frequently is either a "misfit" or a weak hand(*), would you ever rebid 1NT with less than 15? If you enjoy -800s I guess (but then again, what does East have if partner nor LHO can bid and you have 14? At MPs, even -100 is likely to be bad, and -300 is almost certainly bad).

So, you have 18/19. Because you have to. So, your partner looking at a suit and a 7 count needs to bid.

But probably didn't because this pattern has never been shown to him. And he didn't work it out at the table. Happens to almost all of us, once.

Bridge is a game with a million mistakes to make. The mark of an expert is how many they make *twice*.

(*) the other hand partner could have is the one that wants you to double to get *them* for 200 into partscore or 500+ into game. But with KQxx, that's not very likely...

I'm afraid it appears you were the one that lost the plot, not South: poll.
