Control responses are very old fashioned and have fallen out of favour in the past few decades. These are these traditional responses:
2♦= 0 or 1
2♥ = 2
2♠/2NT = 3, differentiated by 3K or an A and a K
3♣ = 4 or more. I guess you could keep going up as you do, but
The trouble with controls is that they get in opener’s way. Getting to 7NT in 3 bids is fun, but it’s not really necessary. There is plenty of room between 2♣ and 7NT.

Opener can no more bid 2♥ after 2NT then after 2♥.
So you're using up bidding space for no reason if I had read your post correctly.

Recently, on BridgeWinners, David Burn suggests that 2♣ - 3♣ could show a weak balanced hand.
