GIB will always take a high level "takeout" double as showing lots of values (17+, say), so it isn't going to bid 5 over 5 when it expects to take several doubled uptricks.
Indeed, it looks like 4♠ should be down 1 with NS not CLOSE to making anything at the 5 level

Yes and no.
Yes, it takes it as showing values, but:
a) Basic GIB makes the same pass, so it's not based on expecting lots of tricks
b) The reason GIB passes (and also passes with the worst possible 0 count) is because every bid it can make promises 8 HCP for some reason.

sm, while vugraphing the big boys ran into logic for b) which was akin to "takeout only if positive" else pass. Thus there were constraints on take out doubler as well.
