What North needs to act may affect what South needs. But South definitely can pass.

IMO.
1. You are free to pass LHO's 3♣ overall and you probably should.
2. 3♦ would be NAT not a TFR. You lack the bidding space for the luxury of transfers.
3. Double of 3♣ would be T/O.
