IMO Double = 10, 4 = 8, Pass = 7.
Tackle the problem of coping with a 4 reply if and when it eventuates. On a good day, partner will bid 4 or 3N.

I agree with Nige1's rankings. However, I disagree with his attitude on handling a possible 4 advance. Make the decision of what to do at the time of the double. Then you can avoid the deer struck by headlights look when partner chooses the one response that you fear. Incidentally, both pass and 5 seem bad over 4 , but I see no other alternatives at that point.

If you double, you have to pass 4. You are already riding a crazy horse with double, no need to whip it hard.

I would personally bid 4. If we have a fit in hearts we are unlikely to be let alone at 4 level with their spade fit and vulnerability. So why not bid my best suit? Funny as it is, they will let you play 4 but not 4 most of the time. If pd passes I am happy, if he bids 4 I can bid 4, if he bids we are obviously happy. If he raises to 5 I am gonna try to make it.Posted Image

I just can't get past 3NT with AKQ9xx, so I would double. If partner bids 4 I am sure to remove to 5cl] if doubled, while if not I might try to avoid further damage and pass.
