IF you happen to ask it seems like declarer thinks that she is at hand.

Assuming declarer is south, this is making two tricks - it would be absurd to ruff a heart high.

One could argue it wouldn't be absurd to ruff a heart high if declarer had also carelessly forgotten about the missing trump, in addition to forgetting which hand she was in, because then they might think it just didn't matter.
But I think in this case I'm inclined to award both tricks to declarer, because I think that people rarely ruff high in such situations, even when they have forgotten the trump; so I think it just requires too many unlikely things for the defence to end up with a trick. But it wouldn't surprise me if a handful beg to differ.
