"definitely that's what I like to play when I'm playing standard - I want to be able to bid diamonds because bidding good suits is important in bridge" - Meckstroth's opinion on weak 2 diamond
Partner has had two chances, you have a quite unremarkable hand; you have the wrong number of cards in the majors, the wrong diamonds, and nothing of note behind Opener in clubs (since I am not behind Opener).
Aside from that, we are Vul against not, believe they belong in 1NT, and feel like leading a diamond.
"Bidding Spades to show spades can work well." (Kenberg)
i would double and correct hearts to spades. partner's silence is actually a good thing imo - it reduces the chances of his having 5 hearts thereby improving the chances of his having 4 of a black suit.

Unless the opps don't know what they are doing, partner has at least 4-3 in the majors and quite likely 4-4 and yet has not doubled for take-out. So partner is unlikely to have more than 10 points. That said even vulnerable if he has a 4 card spade suit you want to be in it. However, partner having 4 spades is not guaranteed. If partner only has 3, they are likely to break 3-3 with the opps. So to make a balancing bid vulnerable is close but with the K♦ likely being useless I would pass.
Non vul and at match points I think you must protect. The question is how? If you double and over 2♥, you correct to 2♠, will partner get the message that you only have 4 spades? Maybe since you didn't overcall 2♠. But then why not balance with 2♠ directly? I cannot see a reason not to.

So partner has at most 4 clubs and likely just one 1 diamond, he did not mentioned hearts, so he has at most 5 bad ones. That leaves at least 3 spades- (in a worst case scenario-) and we can ruff diamonds with the short hand.
At mps I would surely bid, at imps I would pass at this vul.
