Some Easts bid 1NT over the double (and over that I guess 3♠ or even 2♠ sets up the trump suit), but some bid 1♠, is 4♣ a splinter which sets spades as trumps and asks partner to cue-bid?

Surely it doesnt demand. If I hold xxxx Kxxx xxx xx I am no sure if I will cuebid (I think its very close). But holding an ACE I think its mandatory.
