What do you play 2♥ followed by 3♠ as here Hanoi? What about a direct 3♥? I think the logical start is either a double or some form of (heart) cue bid, whichever will allow me to set spades as trumps in a GF way at the 3 level and force a cue bid out of partner.

I would Splinter here, although I generally avoid to splinter with an ace. But here partner will always cue with an ace, if he cannot we are missing 2 aces so we are never playing 6.

Some Easts bid 1NT over the double (and over that I guess 3♠ or even 2♠ sets up the trump suit), but some bid 1♠, is 4♣ a splinter which sets spades as trumps and asks partner to cue-bid?

Yesterday, I too wondered whether the 4C! splinter would demand cuebidding .
Partner may have 'cold feet' and just try to closeout at 4S with the hand shown :

Surely it doesnt demand. If I hold xxxx Kxxx xxx xx I am no sure if I will cuebid (I think its very close). But holding an ACE I think its mandatory.

Bridge logic suggests that 4♣ forces a cue with an A. You are forcing to game opposite a partner who could have 0 points, and doing it in a way that suggests you are interested in exploring more than game (although I guess your splinter could be helping involve partner in a penalize/bid on decision - but really it is a slam investigation). If partner has an ace, he must show it. I would have said the odds of a slam are quite small though. Partner is not that likely to have an A (with the opening bidder), but even if he does, an A alone is not enough. If the A is hearts might lose two diamonds. Even when the A is diamonds might lose a 3rd round diamond (here you needed the heart J). So I wouldn't really fault a 4♠ call instead of 4♣.
