It doesn't appear to me that GIB is strong enough for this simple raise:

However, 1♥-1N-2m-2♥ shows 2+H, 6-9HCP:

It's not clear to me that North1 is strong enough to bid at all, but if he does I would think he should bid 1NT then 2♥.

But then, it's also not clear to me why North2 doesn't show his diamonds over 2♣, given the 2♥ explanation below:
