Here GIB responds 3 to its partner's double of opener's pre-emptive 2. The bid is described as showing 13+ points. I'm not sure how best to describe the doubler's subsequent pass in response though. :)

i hear that the version 23 was released, but i didn't find the post. can someone give me the link of the changes in versin 23?

The only info is the announcement on the main BBO site:
GIB upgraded - Version 23
It has been a few months, but Version 23 of GIB was released on August 7, 2012 (Tuesday).
This version is mainly bug fixes. We took a few months to fix many known bugs, especially in the bidding.

3S is a silly bid anyway, given that West has a spade stop. I would try 4NT (natural quantitative since no suit has been bid; no idea whether GIB plays it that way).
