What's 2N?

Does it change white vs. red? If playing a weak NT?

a 3-3-3-4 weak NT. I have no experience playing a weak NT, but would be scrambling I'd think.

Either xx34 or xx45. Playing a weak notrump, it will always be the latter.

Is it not a near minimum hand with good stops, inviting 3NT? Maybe that hand might pass 2X, but red v white?

Even if that were better at this vulnerability, I think for us mere mortals it would make life too complicated to make this sort of thing dependent on vulnerability.

No it is not. It is a scrambling 2NT showing xx34 or xx45 as Andy posted.

So a followup question:

If playing weak NT, does the strong (16ish) NT hand have to bid one of 3NT, cuebid 3 for a stopper ask, or pass? (if unable to bid hearts naturally due to lack of hearts)

Eh, I don't play weak NT but I think you double on the 2nd round.
