what's 3 here assuming you play the style whereby a new suit by responder at the 2 level is nf such that the cue doesn't show spades? what i really mean is, is it forcing?

3S is NF.

It showes a 6 carder, add. values, the willingness to
play 3S vs. an inv. raise.

You're playing the cue-bid as either a good raise or a game-force? If so, IHateItIHateItIHateIt I think the overcaller should still bid as though he's opposite a raise, except that he should avoid jumping all the way to game. Hence 3 shows a hand that would compete to 3 and isn't worth a 3 game-try, so usually just some reasonable hand with six spades or a singleton diamond

I agree with Marlowe. The 3 bidder can pass it back to the cue bidder when holding only 5 s. It also lets cue bidder chose to play a 6-2 or 6-1 fit if that would work out best. With 6 s and minimum overcall values, overcaller would just pass.
