This reminds me of an incident while I worked for the information service of the Danish ministry of transportation. We received a visit from the minister. As usual, our agents were just drinking coffee and playing computer games. I (and two colleagues) was told to pretend to be customers so that it looked as if our agents had something to do.

FEMA is under the Department of Homeland Security - so I guess holding a staged news conference is to make sure no al-Qaeda operatives sneak in dressed as reporters and ask embarassing questions.

How do we know it even happened? Did they leak to the press that they had a phoney news conference?

Kind of reminds me of "if a tree falls in the forest..."

Can't say who ran the camera but a live feed was carried by Fox.

U.S. agency apologizes for fake wildfires news conference

WASHINGTON (Reuters) - The U.S. government's main disaster-response agency apologized on Friday for having its employees pose as reporters in a hastily called news conference on California's wildfires that no news organizations attended.

The Federal Emergency Management Agency, still struggling to restore its image after the bungled handling of Hurricane Katrina in 2005, issued the apology after The Washington Post published details of the Tuesday briefing

In this case, The Washington Post happened to be in forest when the tree fell.

Ehh, isn't Winston speaking of two different cases here - one new and one some two years ago?
Kind regards,
Harald

No reporters were with the Watergate bugrlers during the breakin but they reported about it after it occured. The same thing happened here - no reporters made it to the FEMA news conference but The Washington Post reported this after it had occured.

Maybe a better way to have put it would have been: if you want the tree in the forest to remain unknown, it is best not to televise its fall.
