Is it unreasonable to expect GIB to be able to cope with the opponents passing a forcing bid?

But based on unfavorable vulnerability it needs 14-16TP
With favorable vulnerability it would bid 2NT immediately. Also later if there is such a chance.

What would 1H-1NT show at unfavorable vulnerability?

still would pick 1N over double as the explanation for double by a passed hand was 12-16 pts, last time I checked I open those hands lol
At least 1N shows 5-5 in the minors so you'll end up in the right suit
